Another possible explanation is that the FSB was operating on its own account. This is even less flattering to our modern-day secret services. Note the discrepancy between the dates on which the case was opened against Pichugin, and on which the FSB were brought into the investigation. The latter took place only on 7 July! On the same day, the head of the Procuracy General's directorate for especially important cases, Lyseyko, signed an order for a preliminary investigation to begin. In clause 2 of his order, he put Burtovoy in charge of the investigation team. And in clause 3 he appointed to the team two men from the 6th section of directorate K at the FSB's Economic Security Department, Capt. S. Tambovtsev and Snr Lt. D. Ananyev.

The FSB had already figured earlier in the case: remember Ananyev's report. Pichugin was locked up without explanation in an FSB remand cell. The accusation against him was a routine criminal matter, nothing to do with the security services' line of work. There was, apparently, no rush to officially include these officers and everything was proceeding as part of the normal support for the investigation.

What frightened the investigator

After the episode with the truth drug, investigating officer Burtovoy suddenly wrote to Lefortovo asking for details, urgently, of how many times Ananyev and Tambovtsev had attended to Pichugin. From his inquiry it's clear that he, the head of the investigating team, did not know. Or wanted to show that he didn't. Why? Could it be because the drug operation ended total fiasco? Under the influence, Aleksey had provided nothing of any value. This could spell trouble, and a worried Burtovoy began, yet again, to investigate. Hence his request to the head of the remand cells at Lefortovo, a Mr Makov.

The timeline of the truth drug escapade is as follows. A defence lawyer called Kaganer and investigating officer Churkin from Tambov arrived to collect a blood sample from Pichugin for DNA analysis and screening. The previous evening, Pichugin had described how unknown substances had been used against him, and on 16 July this was made known also to Churkin. And on the very same day they take a blood sample from him! Shortly after the substance had been administered, when the FSB's truth drug was still in Pichugin's bloodstream and making him stagger like a drunk. A stroke of luck!

Also the same day, the defence demanded an expert opinion on the blood sample and a medical for Pichugin. The investigation suddenly became a hive of activity, and both requests were turned down as being unfounded. At the same time, investigators declared that no special measures had been employed against Pichugin. They were being swamped by demands for information from MPs and human-rights organisations but dug their heels in: we know nothing.

However, under public pressure it was decided to ask Pichugin for his account of events (which I outlined above). The defence demanded that Ananyev and Tambovtsev be prosecuted, and received an instantaneous and curiously worded refusal: "Pichugin himself implicated the FSB, wishing to justify himself to Khodorkovskiy and Yukos." But Ananyev was nonetheless questioned on 17 July, and he confirmed that he and Tambovtsev had been in Pichugin's cell on the day and had talked about nothing much with him and then gone home.
